ADOPT the Program inclusive of the VMT Mitigation Fee based on the Council's determination that the public facilities, services, and amenities contemplated are individually and collectively necessary to contribute to the reduction of VMT Citywide, and that the VMT Mitigation Fee is in compliance with the Mitigation Fee Act and is supported by the Nexus Study. 3.
