    I understand that public comment comment can go quite long. However, I don't believe that because people may share opposition or support of an item, that their comments are repetitious, except in the occasions when people may be reading the same statement. People come to the council with their own perspectives and experiences that are important. I have seen people who it is apparent spent a considerable amount of time crafting their message and, in the occasion when there were more than 20 people, were cut off before they could finish. In some cases I observed that some has data and research to share. The people who have come have made an effort, maybe taken time off work, to be present, as council meetings are largely during the day, especially as remote access that was provided in 2020 was removed last year. The current rules Already allow for time to be cut when there are more than 20 speakers on an item. This rule would, at most, trim 10 minutes from the agenda, but the minute is significant to those who are speaking, and equates to a 1/3 of the time the people would have to speak, who are giving far more than ten minutes to have a platform for the three minutes.
