2.-L. ID 25-512 Actions pertaining to the development of the Dakota Apartments, a 113-unit affordable rental housing project, to be located at 3787 N. Blackstone Avenue (southwest corner of N. Blackstone Avenue and E. Dakota Avenue) in central Fresno (City Council District 7): 1. Adopt a finding of Categorical Exemption pursuant to Section 15332/Class 32 of the California Environmental Quality Act (CEQA) Guidelines. None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to the project; and 2. Approve a $3,000,000 HOME Investment Partnerships (HOME) Program Agreement with Dakota Fresno, LP for the development of the Dakota Apartments of which 11 will be floating two- and three-bedroom HOME-assisted units.
