    1. The central point I want to make is this:

    If Measure P is supposed to increase audiences for arts, especially diverse and youth audiences, we need to know what the audience size and composition is now in order to measure if it increased; in order to track whether Measure P made a difference. This is easily addressed by asking applicants to describe their current level of participation and track it each year of the grant.

    2. I have three requests:
    a. The application and review process should look at audience size and composition.
    b. Make sure enough funds are available for small-budgeted and start-up organizations to participate. Require emerging organizations to fill out the full application.
    c. Grant applicants should have to choose between grant categories and apply to either general operating support or specific project funds.

    3. My recommendation is to accept only one application per year for each organization. Allowing the general operating support grantees to also apply for specific project funds is letting the large organizations double dip while reducing the funds available for smaller organizations not eligible for general operating support. The general operating support grantees can apply for a large percentage of their budgets which include their projects, why should they get even more for project grants? No double dipping.
