1.-L. ID 23-576 Actions pertaining to the State of California's Homekey 3 Program and development of permanent affordable housing at 6507 North Polk Avenue (506-130-04) (District 2):
1. ***RESOLUTION - Authorizing joint application to and participation in the State of California's Homekey 3 Program to sustain and rapidly expand housing for persons experiencing homelessness or at risk of homelessness and authorizing the City Manager or designee to sign all required implementing documents. (Subject to Mayor's Veto).
2. ***RESOLUTION - In support of future City Contribution of Funds for construction and development expenses associated with the project in an amount not to exceed $2,800,000 upon full award of Homekey 3 funding for the ACTS Foundation project. (Subject to Mayor's Veto).
We strongly oppose A.C.T.S. Foundation aka Lifebridge receiving any additional funding. There has NOT been an accountability with their previous funding. They already have 3 additional profit making businessiness. We believe that there are already well established ministries in Fresno more well deserving of this funding ie: Rescue Mission, Salvation Army and Poverello House to name a few.
A.C.T.S Foundation should not be receiving that money. They are not using the funds for the community. The grant of $500,000 they recently received has been used for personal and staff. They are under investigation. The city needs housing, but this is not a good foundation to give the money to.
The CEO of the ACTS Foundation not only has been using funds from the local government to fund his expensive vacations and his church, he has specifically not been using them for the intended purpose (which was to feed local families). The program, after getting a grant, did not use the funds to buy more food for the community. Their so-called non-profit should be thoroughly investigated before our beloved city does any dealings with them, let alone fund anymore of their “projects”.
The Act program should not be involved with Lifebridge Church. Kevin Foster is only using ACT to make a name for himself and uses money from grants to use for his other money making business and his life style. ACT needs to brake away from Kevin Foster and Lifebridge Church. There are alot of wrong doings by him that need to be checked.
Before ACTS Foundation is given any more government funding, there needs to be an investigation into the finances of Kevin Foster and all 5 of the businesses that he founded and is CEO of (LifeBridge Church, ACTS Foundation, Buena Vista Event Center, Stepping Stones Preschool, and Mint Thrift). All 5 of these businesses are muddied together, the staff turnover is out of control, and there is zero accountability to any of these organizations or the person Kevin Foster. Whenever someone brings a concern to Kevin or the Board (the same 3 men on the LifeBridge Board are on the ACTS Board), that person is immediately outcast and their concerns are completely ignored. The victim is seen as the problem, and the leadership moves on. Numerous complaints have been filed against Kevin and the ACTS Foundation, and are pending investigation. There has been misappropriation of funds, gender discrimination, wrongful termination, sexual harassment, lying, and lack of transparency with the financial records of ACTS.
