I oppose the budget of $10 million for the police officers used for the HART team. Effective outreach by the HOPE team shouldn't require police presence unless it is a sweep/forced displacement. A large part of the officers' work has been displacing the unhoused, which is merely shuffling them around and causing physical and psychological distress. Dyer stated at the beginning of his term that displacements are not effective and he is correct. This is also the case of the Code enforcement on the HART team. The focus on both of these, by the nature of their work and their actions, is not to serve and protect and help those who are unhoused, but to seek out violations in order to displace and remove the belongings of those with no where else to go. I also oppose the funding of School resource officers, as I have researched papers by the Department of Justice and other institutions and the results have been that there is no study or research that has proven the the effectiveness of police officers on campuses, thus both of these resources of officers could be better used in other places. We need officers to respond to crimes, such as violent crimes against our unhoused and other vulnerable. I do support the positions in Community Relations. Having heard from the community, they have been a major asset in bridging the gap in community engagement and support and I ask that their positions be secure and expanded
