    I support this ordinance, as we need to have a safety net for tenants who experience displacement due to health and safety emergencies. One thing that we had presented last time is that we need to ensure that landlords who, whether prior knowledge or negligence, are held responsible, not the tenant, if the unit had issues that could cause a "natural disaster." If a dwelling is rented to tenant when the owners know there are problems such as trouble with gas line or electrical lines and it causes a fire, or there are measures they could do to mitigate a natural disaster, the property owner should be held responsible. Preventative maintenance needs to be their responsibility.
