To the best of my knowledge, there are hundreds of sober living homes in the metropolitan area serving people with drug and alcohol addictions, including sex offenders. Addicted people are protected by the FEHA and ADA, regardless of whether they are a registered sex offender or not.

I would not describe the vast majority of homes as being for profit. Some are operated by treatment programs and other nonprofit agencies. The majority are, in my experience, operated by people as a religious mission or part of their personal 12 Step program. Attempts to regulate them could raise First Amendment issues. Over the years, the state of California has defined 12 Step programs as a form of religion derived from Christianity. Overt religious practice has always been protected constitutionally.

In short, the City is entering a legal morass.
