The Rene Campos District 7 Committee supports professional protection for threatened employees but asks the Council not to treat Item 5-I as approval of a broader firearms program. Item 5-I is a closed-session item noticed only to discuss security of City Hall.
Andrew Janz said the authorization concerned prosecutors and investigators and described protection "in and around our places of business." City record ID 24-1195 establishes that the City Attorney's Office occupies City-leased space at 2440 Tulare. Penal Code section 171b covers qualifying government-leased building portions and identifies written security permission as one exception. A CCW alone does not answer that location question. Administrative Order 2-27 separately governs weapons on City property, vehicles, and equipment.
Mr. Janz's own July 11, 2023 authority memo states that the Council appoints the City Attorney, may employ another attorney for a matter under Charter section 803, and may compel evidence under section 505.
Request: direct Mr. Janz not to treat his announcement alone as authority at City Hall; refer the broader policy to a properly noticed agenda; obtain independent review; require the signed directive and location matrix; and continue professional protection.
