    Rejecting the bids and rebidding this project doesn’t make sense. I looked at the bid results and at least two were below engineer’s estimate. Based upon that and no indication that any of the bids were non-responsive, on the face of it there’s no reason to take this action—unless the whole story isn’t being told.
